That is not a Claughton class locomotive, more likely to be a POW class engine. The boiler type is totally incorrect for a Claughton.
Does not look like a POW (Prince of Wales class) wither, looks more like a Whale 19inch Goods (unusual on a passenger train). Has smaller driving wheels than a POW with the valance height below the boiler and a characteristic access cover below the front of the smokebox.
