Richard Over, born 1826 - died 1914. Worked in Count Wratislaw's office from 1839 - 1905. Secretary of Rugby Town Hall Company; elected to Rugby Urban District Council 1895; defeated 1899 due to problem over Benn bequest of Shoulder of Mutton Inn.
