Little Boy Blue in front row is Martin Bailey and the Nurse (centre middle row) is his sister Betty Bailey
The wearer of the early Mickey Mouse costume, (left side of the back row) is Hilda May Rouse from number 17. (Not the same household as the other Rouse children named). She was reluctant to wear the costume but it had been lent to her, probably by Mrs Rees Mogg.
